On 26th March 2012 we received the following request for information from you (TruthDelve):

1. Does Hertfordshire Council have a detailed breakdown of the individual racial group percentage that when added together constitute the BME percentage within the top 5% of staff by salary level for the years 2006-2011?

2. Does Hertfordshire Council have detailed information on the total employee percentage by individual racial group and BME for the years 2006-2011?

3. Does Hertfordshire Council have detailed information on ethnicity population data for the Hertfordshire area for the years 2006-2011?

4. Does Hertfordshire Council have information on the performance of the Race Equality Strategy for employment and external service delivery to Black and Non-white communities for the years 2006-2011?

Your request for information has been considered under the Freedom of Information Act 2000. I can confirm that Hertfordshire County Council does hold some of the information you have requested, and can respond as follows:

1. We do not have this percentage figure for the years requested. We produce a snapshot as required and we can provide information as at December 2011 as follows:
6.25% - Pakistani background
6.25% - White and Asian background
37.5% - Indian background
12.5% - Other backgrounds
12.5% - Other Asian background
6.25% - Other Mixed background  
6.25% - Chinese background
6.25%  - White & Black African background
6.25% - African background


2. The information which we hold on workforce by ethnicity from 2005/6 onwards can be found on our website at:


3We do not hold detailed information on ethnicity population. Information is gathered by the Office for national statistics and we use their data, gathered from each census or mid-term estimates.

4.  Hertfordshire no longer has a Race Equality Scheme.  In 2010 this along with the gender and disability schemes was incorporated into a Single Equality Strategy.  This reflected the government's trend of combining equality strands under a single piece of legislation, the Equality Act, and combining the strand commissions, i.e. the Equal Opportunities Commission, Commission for Racial Equality etc into the Equality and Human Rights Commission.
In accordance with the Public Sector Equality Duty of the Equality Act we have published evidence to show we are complying with the general equality duty, i.e. to eliminate unlawful discrimination, harassment and victimisation, advance equality of opportunity between different groups and foster good relations between different groups.

    I will examine in detail the Racial information provided by Hertfordshire Council and produce an Analysis.


    After a cursory look at the information it appears that under the collective Racial Grouping of BME the IC3 (Black) Racial Group, and in particular the IC3 (Black) Male, is gradually being eroded from all council positions with a semblance of authority.


    Work on the investigation into tracing the White Supremacist Racists murders of Bernie Grant (IC3) and PC Blakelock (IC1?) will continue with a view to providing the information/evidence on 15 May 2012.


    PC Blakelock is IC2, is he not?
