Having looked at the picture carefully it can be seen that there is an individual standing behind RESS member at the top of the stairs and between the columns. There is what appears to be a flying Pigeon to the right of this person's blurred out face.
Does RESS member know why this individual is standing at that particular location with what appears to be a flying Pigeon and why their face is blurred out? Is it just coincidence?
